What Is The NISEP Scheme?
The Northern Ireland Sustainable Energy Programme (NISEP) offers financial assistance towards the cost of installing energy-efficient home improvement services such as heating and insulation upgrades. The NISEP scheme is designed to make homes greener and reduce carbon emissions, helping Northern Ireland reach its goal of achieving a net zero future by 2050.

2025/26 NISEP Grants
FULLY FUNDED HOME INSULATION
Efficiency Plus Insulation Fully Funded is an insulation scheme offered by Phoenix Energy for eligible homeowners in Northern Ireland to receive a fully funded grant towards loft and/or cavity wall insulation, draught-proofing, LED lighting and a Low-Flow shower head.
Efficiency Plus Insulation Fully Funded Eligibility Criteria & Application
To qualify for this grant you must:
- Be a homeowner in Northern Ireland
- Have a single annual household income of less than £33,000 or
- Have a total annual household income of less than £40,000
INSULATION CASHBACK SCHEME
Efficiency Plus Insulation Cashback is an insulation scheme available to homeowners in Northern Ireland who are not eligible for the fully-funded insulation scheme due to income criteria.
This scheme enables homeowners and private tenants in NI to receive a 40% grant towards the cost of loft and/or cavity wall insulation. There is a £650 maximum grant per insulation measure.
In addition, homeowners will receive draught-proofing, LED light bulbs and a Low-Flow shower head fully funded.
Efficiency Plus Cashback Eligibility Criteria & Application
To qualify for this grant you must:
- Be a homeowner in Northern Ireland or
- Be a private tenant in Northern Ireland
FULLY FUNDED HEAT PUMP
NISEP Green Heat NI Fully Funded Heat Pump Scheme is an air source heat pump scheme, available to eligible homeowners in Northern Ireland. This scheme is open to customers with solid fuel heating, no central heating system, or an old oil or LPG system which is over 15 years old or broken beyond repair. This scheme is also open to customers with existing electric or gas heating, including those who live within gas network connected areas.
Measures include an air source heat pump with heating controls, cavity wall insulation and/or loft insulation, LED light bulbs, water widget, reflective radiator panels and a hot water tank jacket.

Green Heat NI Fully Funded Heat Pump Scheme Criteria & Application
To qualify for this grant you must:
- Be a homeowner in Northern Ireland
- Have a single annual household income of less than £28,000
- Have a total annual household income of less than £35,000

What is the NISEP grant in Northern Ireland?

This grant scheme aims to reduce energy bills and carbon emissions by offering financial support for upgrades and measaures like insulation, heating systems, and heat pumps.
Who qualifies for a NISEP grant?
Some of the grants made available through the NISEP Scheme have specific eligibilty criteria and are means-tested, however all of the schemes require that you be a homeowner or private tenant in Northern Ireland to be eligible.

What insulation upgrades can I get with a NISEP Efficiency Plus Insulation grant?
Both the Efficiency Plus Insulation Fully Funded and the Efficiency Plus Insulation Cashback schemes include funding towards the installation of cavity wall and/ or loft insulation, and offer fully funded draught-proofing, and reflective radiator panels, LED light bulbs and a Low-Flow Shower Head.
Are insulation grants in Northern Ireland means-tested?
Some grants offered through the NISEP Scheme are means-tested, while others are not.
If you’re a homeowner in Northern Ireland, you could be eligible for fully funded cavity wall and/or loft insulation through the Efficiency Plus Insulation Fully Funded scheme.
If you’re not eligible for the fully funded scheme, you can claim cashback on cavity wall and/or loft insulation measures through the Efficiency Plus Insulation Cashback scheme, which is not means-tested.
